The present invention relates to a hybrid cold and hot water production system, and more specifically, to a dust collection device for collecting dust which is introduced into an electric dust collection system and is charged by a charging device. The device includes: a moving liquid dust collection unit which collects charged dust to liquid moving to one side; and a facing unit which is located on a place facing the moving liquid dust collection unit and has a metal plate which is charged with the same polarity as the charged dust to guide the charged dust to the moving liquid dust collection unit. The facing unit has a coating layer which is made of an insulating material which coats the metal plate.
