The present invention has the purpose to provide a manufacturing method of a composite for purifying non-biodegradable organic pollutants, which can conveniently and rapidly manufacture a ball-shaped composite for effectively decomposing non-biodegradable organic pollutants existing in liquid, and chemicals and pharmaceutical compounds dissolved in water under the UV light or natural light to remove and treat, and a composite for purifying non-biodegradable organic pollutants manufactured thereby. In order to achieve the purpose, the present invention provides a method for manufacturing a composite for purifying non-biodegradable organic pollutants, which comprises a step of preparing an aqueous solution for a composite manufactured by mixing zinc oxide, which is a photocatalyst, laponite and polyvinyl alcohol (PVA) in water; a step of preparing a saturated aqueous boric acid solution; a step of forming a pseudo-composite by inputting the aqueous solution for a composite into the saturated aqueous boric acid solution; and a step of forming a composite for purifying by crosslinking the pseudo-composite.
