receiving a random access response message from an access device; receiving a radio resource control (RRC) configuration message from the access device after receiving the random access response message, the RRC configuration message including a configuration of at least one uplink control channel resource; where uplink time synchronization at the user agent has been lost when the RRC configuration message is received, using at least a portion of the RRC configuration message information to configure the user agent; and after time synchronization has been restored, communicating with the access device.
