The present invention relates to a transparent conductive substrate and a touch panel including the transparent conductive substrate, and more specifically, to a transparent conductive substrate which is used to detect a touch point on a touch screen panel (TSP) and a touch panel including the transparent conductive substrate. Accordingly, the present invention includes a substrate; a pattern unit which is formed on the substrate and has a transparent conductive layer including indium-tin oxide coated thereon; and a transparent conductive layer which includes a non-pattern unit exposing the substrate. The thickness of the transparent conductive layer is between 110 and 180 nm.
