A workload evaluation system according to the present invention comprises: a workload analysis materials storing unit (10) for storing workload analysis materials in which contents of duties performed for performance of specific duties are classified according to types of duties and officers of duties; a workload analysis materials acquiring unit (20) for acquiring the workload analysis materials from the workload analysis materials storing unit (10); a duty classifying unit (30) for classifying a plurality of duties of the workload analysis materials acquired by the workload analysis materials acquiring unit, according to the types of the duties; and a workload evaluating unit (40) for evaluating workload for each operator with respect to each of the duties classified by the duty classification unit, thereby quantitatively evaluating an amount of duty performed by each operator with respect to a specific duty.
