The present invention relates to an anti-freezing apparatus of a water meter and a method thereof. By detecting the temperature and the flux of tap water to consider the relation between the temperature and flux, freezing criteria can be established. The established freezing criteria can be used for effective and intelligent anti-freezing control, thereby minimizing the electric consumption waste supplied to the heating wire.
