Apparatus and method for handover in mobile IP networks with user policies

PURPOSE: An apparatus and a method for the handover of a mobile internet protocol(IP) due to user policies are provided to determine whether the handover of the mobile IP is implemented by transmitting a handover policy which is set in a mobile terminal to each base station while a wireless network is connected. CONSTITUTION: A first base station receives a message for stating a handover from a mobile terminal(S103). The first base station determines the handover of the mobile terminal based on a handover policy which is transmitted from the mobile terminal. A second base station receives a message for requesting a network to use from the mobile terminal. The second base station requires the first base station to authenticate the mobile terminal(S113). The second based station allows the mobile terminal to use a network if the authentication of the mobile terminal is received from the first base station(S121).
