<p>PROBLEM TO BE SOLVED: To control to obtain unified quality between wired communication and wireless communication.SOLUTION: Determination means 1b determines communication priority upon receiving a priority control request related to communication between a terminal device 2 connected to a wireless network N1 and a terminal device 7 connected to a wireless network N5. Setting means 1c sets a wireless base station 3 in the wireless network N1, to which the terminal device 2 is connected, a wireless base station 6 in the wireless network N5, to which the terminal device 7 is connected, and one or a plurality of relay devices 4, 5 for relaying communication on a communication route between the wireless base station 3 and the wireless base station 6, in a manner to relay communication between the terminal device 2 and the terminal device 7 with the determined priority.</p> |
