PROBLEM TO BE SOLVED: To provide an adhesive layer and an adhesive sheet having excellent adhesiveness not only to non-oil surface metal (SUS, etc.) without oil deposition, but also to an adherend surface with oil deposition, and a laminate including the adhesive layer or the adhesive sheet.SOLUTION: A water dispersion type adhesive composition includes: a (meth)acrylic polymer obtained by polymerizing a monomer component (meth)acrylic acid alkyl ester with an alkyl group having 1-18 carbon atoms as a principal component; a rubber component incompatible to the (meth)acrylic polymer and having 130% or more swelling degree when immersed for two hours in mineral oil-based rust preventive oil whose kinetic viscosity at 40°C is 5 mm/s; and a tackifier. A compounding mass ratio of the (meth)acrylic polymer and the rubber component is 95/5-5/95.
