PROBLEM TO BE SOLVED: To provide a communication system which can forbid illegal use other than a work and prevent information leakage.SOLUTION: A communication device 1 has: a communication section 4 which communicates with other communication devices; and a mode setting section 7 which sets a limitation mode in which new transmission processing to other communication devices is limited or a cancellation mode in which limitation of the transmission processing is cancelled, as an operation mode of the communication device 1. A center device 20 stores work hours for each user of the communication device 1 as schedule information for each user, compares the present time with the work hours, determines so as to set the operation mode to be set to the cancellation mode if the present time is within the work hours, and transmits a mode setting signal to the communication device 1 on the basis of the determination result. The communication device 1 sets the operation mode on the basis of the mode setting signal received from the center device 20 in the communication section 4.
