PROBLEM TO BE SOLVED: To provide a reliable lighting control device and the like that prevent communication delay and congestion without employing centralized control.SOLUTION: A lighting device 100 has a communication function by radio. The lighting device 100 has a configuration to broadcast detection information indicating detection of a state change in its surrounding area to another lighting device 100 when it detects the state change in the surrounding area, to receive detection information transmitted by another lighting control device, and if the detection information is transmitted from the same group it belongs to or the same lighting group, on the basis of the received detection information, to perform lighting control of a lighting light source L. Especially, if each lighting device 100 receives broadcast communication from the same group it belongs to, it performs stop control of broadcast communication its own device should transmit in accordance with a preset condition.
