PROBLEM TO BE SOLVED: To promote communication among users in an SNS and the like.SOLUTION: A message browsing device 10 includes: a message reception unit 156 for receiving a message submitted by one user from a terminal device 20; a message provision unit 150 for browsably providing the accepted message to a part of or all of terminal devices of a plurality of users; and a display control unit 131 for, by referring to a user information storage unit 134 for storing user information on the plurality of users for respective users, presenting predetermined first information to a terminal device of a second user which has accessed the user information on the first user of the plurality of users. The message reception unit 156 accepts third information generated in association with the first information presented to the terminal device 20 of the second user and the second information specified by the second user with respect to the first information as a message submitted by the second user.
