PROBLEM TO BE SOLVED: To provide a developer for electrostatic charge image development that exhibits a good cleaning property of toner to provide stable image quality when used for formation of a halftone image after image formation at low image density.SOLUTION: A developer for electrostatic charge image development includes a toner and a carrier; and the carrier contains free silicone oil in the amount range of 12.5 ppm or more and 450 ppm or less, and the developer contains the free silicone oil in the amount range of 35 ppm or more and 540 ppm or less.
