PROBLEM TO BE SOLVED: To generalize a function for creating a replay moving image of an application and ensure security, and also to create a replay moving image without giving discomfort to a user.SOLUTION: A moving image creation system 1 comprises: a terminal 100 for executing an application; and a moving image creation device 200 for creating a replay moving image of the application. The terminal 100 comprises: an application determination unit 121 for determining whether to acquire operation history at the time of execution of the application on the basis of information on the application; an operation history acquisition unit 122 for acquiring the operation history, when it is determined to acquire the operation history; and a terminal transmission unit 124 for transmitting the operation history and application identification information on the application of which operation history is acquired, to the moving image creation device 200. The moving image creation device 200 comprises: a reproduction unit 220 for reproducing processing of the application on the basis of the acquired application identification information and operation history; and a moving image creation unit 230 for creating a moving image of the application of which processing is reproduced.
