PROBLEM TO BE SOLVED: To estimate, in advance of encoding a moving image to some bit rate, subjective image quality with a desired resolution and frame rate.SOLUTION: A subjective image quality estimating device comprises: a QP prediction formula generating unit for generating a QP prediction formula for predicting quantization parameters from an average code quantity per one pixel of the moving image; a QP predicting unit for calculating a predictive QP from the average code quantity per one pixel using the QP prediction formula; a subjective image quality estimation formula managing unit which outputs a subjective image quality estimation formula with respect to coding parameters; and a subjective image quality estimating unit which calculates a subjective image quality estimating value on the basis of the predictive QP and the subjective image quality estimation formula.
