PROBLEM TO BE SOLVED: To prevent increase of processing load at a based station by controlling a reference terminal apparatus to access the based station and by controlling a mobile terminal device which moves along with the reference terminal apparatus not to access the based station.SOLUTION: A based station 100 is disposed to cover plural areas. When a reference terminal apparatus travelling a predetermined moving route is positioned in an area of a receiving unit 102, the receiving unit 102 receives a request for a position registration from the reference terminal apparatus. When the receiving unit 102 receives the position registration request, a transmission unit 107 transmits a list which includes at least the area of the transmission unit 107 to a mobile terminal device travelling along with the reference terminal apparatus. |
