PROBLEM TO BE SOLVED: To suppress power consumption of a relay terminal having a function of a wireless router.SOLUTION: A switchover control system 100 includes a relay terminal 2 that is radio connected to a communication network 10 and a client terminal 4 performing connection with the relay terminal 2 by high-speed wireless communication 6 or low-speed wireless communication 8. A tethering application is stored in the relay terminal 2. The high-speed wireless communication 6 of high power consumption is disconnected when a data communication amount is predicted to be decreasing. During the disconnection, data communication is performed using low-speed wireless communication 8 of small power consumption.
