PURPOSE: A waste heat recovery power generating system is provided to generate power with a waste heat source under 80 degree by increasing efficiency using a variable heat exchanger of which volume is changed according to the volume variation of working fluid. CONSTITUTION: A waste heat recovery power generating system comprises a variable heat exchanger (10), a first shutoff valve (20), a turbine (40), a power generator (50), a condenser (60), and a storage tank (70). The volume of the variable heat exchanger is changed by increasing the vapor pressure of working fluid when the variable heat exchanger receives waste heat. The first shutoff valve controls the flow of the working fluid discharged from the variable heat exchanger. The turbine is rotated by the working fluid discharged from the variable heat exchanger. The power generator is connected to the turbine to generate electricity. The condenser condenses the working fluid passing through the turbine. The storage tank temporarily stores the working fluid condensed by the condenser and supplies the temporarily stored working fluid to the variable heat exchanger after a predetermined time is passed.
