The device has a body to transmit a rotative pulse to a cable (6) by using hand, and base positioned on a flat surface. A platform (3) has a surface divided into homothetic sectors (5), and a hole allows passage of the cable in middle of the platform and of stopper. The cable is attached under the platform by using a fixing element, and ballast is attached to end by using another fixing element. An independent claim is also included for a method for operating a random pulling device.
