PROBLEM TO BE SOLVED: To provide a moving image encoder having a pipeline structure capable of simplifying a processing to run back a pipeline to control the generated code amount within a limit value and capable of avoiding generation of processing delay of pipeline.SOLUTION: In order to control the code amount of an intermediate code string which is generated in a binarization encoding section 107 to be smaller than a specific code amount, a moving image encoder 100 performs processing while switching between a function of variable-length encoding a piece of residual coefficient information generate by ordinary encoding and a function to describe an input image as a code string without performing the variable-length encoding. |
