PROBLEM TO BE SOLVED: To prevent deterioration in characteristics caused by overdischarge and overcharge to a power storage device E.SOLUTION: A controller performing charge and discharge control of a charge and discharge capacitor for testing by a switching circuit, at an activation of a charging mode, progresses a charging operation to when it is determined that a voltage Vc of an output capacitor and a voltage Vo of the charge and discharge capacitor are accorded with each other before a switch connected to an output side is turned on, stops PWM pulse output at the time when it is determined that the voltages Vc and Vo are accorded with each other, and then, turns on the switch. Thereafter, the controller generates the PWM pulse so that an operation is not in a discharge mode for a constant time period, and then, controls the PWM pulse output to when a target voltage is obtained. |
