<p>The purpose of the present invention is to provide a viewing angle control device capable of arbitrarily changing the magnitude of a viewing angle. A viewing angle control device (10) according to the present invention is provided with a viewing angle control sheet (12) comprising: a transparent insulating layer (20); a plurality of conductor patterns (22a) formed on one principal surface of the transparent insulating layer (20); a transparent electrode layer (26) arranged opposite the one principal surface of the transparent insulating layer (20) at a distance; and an electrochromic layer (24) interposed between the transparent insulating layer (20) and the transparent electrode layer (26). A louver (30) is formed in the electrochromic layer (24) by depositing the electrochromic material starting from the conductor patterns (22a) in the direction orthogonal to the one principal surface of the transparent insulating layer (20) in accordance with the voltage applied between the conductor patterns (22a) and the transparent electrode layer (26), and the period for which the voltage is applied. The viewing angle control device (10) controls the height of the louver (30) by controlling the amount of electrochromic material deposited, and thereby controls the magnitude of the viewing angle.</p>
