The present invention relates to a core-shell composite based on poly(vinyl alcohol) (PVA) and alginate, which has excellent physical properties and can be applied in various water treatment processes by immobilizing specific reaction materials to a core region and a shell region according to treatment target materials by using PVA and alginate, and to a manufacturing method thereof. The core-shell composite based on PVA and alginate by the present invention comprises a bead in the core region and a bead in the shell region formed on the surface of the bead in the core region. A first unit reaction material for conducting a first unit reaction is immobilized on the bead in the shell region, and a second unit reaction material for conducting a second unit reaction is immobilized on the bead in the core region. The first unit reaction and the second unit reaction are independent of each other and are time sequential consecutive reactions. The beads in the core region and the shell region include PVA and alginate.
