PROBLEM TO BE SOLVED: To provide an encryption library generation device which can generate different encryption libraries for respective users.SOLUTION: An encryption library generation device generates an encryption library which is a program controlling a computer to execute processing that generates a key-encryption key from first information and encrypts a content key for encrypting a content by the key-encryption key. The encryption library generation device comprises: input means for receiving input of the first information and second information; determination means which determines encryption algorithm for encrypting the content key on the basis of the second information; generation means which generates the encryption library on the basis of the first information and the encryption algorithm determined by the determination means; and obfuscation means which obfuscates the encryption library generated by the generation means.
