PROBLEM TO BE SOLVED: To provide an illumination control device and an illumination system capable of enhancing an energy-saving effect in the case that a plurality of illuminating fixtures are control targets.SOLUTION: An illumination control device 1 comprises: an image processing part 12 detecting a position of a person and a brightness in an illumination space; a controller 13 controlling the plurality of illuminating fixtures 2; a determination part 16 determining whether or not external light enters into the illumination space; and a switching part 17 switching an operation mode of the controller 13. In the case that the external light enters into the illumination space, the controller 13 receives both detection results for the position of a person and the brightness in the illumination space, and when a person exists, dimming-controls the plurality of illuminating fixtures 2 as a block so that the brightness of the illumination space becomes a predetermined target value. In the case that no external light enters into the illumination space, the controller 13 receives the detection results for the position of a person in the illumination space, and individually controls the plurality of illuminating fixtures 2 depending on the position of the person independently of the brightness of the illumination space. |
