A method, an apparatus and a system for selecting a UE access network and a UE. The method comprises: a network selecting policy analysis system (NSPS) determining a network selecting policy according to a current network state； and the NSPS sending the determined network selecting policy to the UE, so as to instruct the UE to select an access network according to the network selecting policy. The embodiments of the present invention effectively solve the problem that in the related technology optimized selection cannot be performed on an access network of a terminal, so that the terminal can obtain a high-quality network, thereby improving the processing speed of terminal services and improving the terminal user experience.
