<p>Embodiments of the present invention provide a method and a device for establishing wireless communication. The method comprises: after a radio resource control connection is established between a terminal and a base station, the base station obtaining a user identifier of the terminal, wherein the base station is not connected to a network management center; according to a preset access control list and the user identifier of the terminal, the base station determining whether to allow the terminal to reside, wherein the access control list comprises user identifiers of terminals that are allowed by the base station to reside; and after determining to allow the terminal to reside, the base station sending the terminal an IP address allocated to the terminal, enabling the terminal to access the base station through the IP address. In a situation where the base station is not connected to the network management center, the base station allocates IP addresses to terminals that are allowed to reside in cells covered by itself, so that the terminals that are allowed to reside can access the base station through the IP addresses.</p> |
