Provided are a cell measurement method, a user equipment and a base station. The cell measurement method comprises: a user equipment receiving a neighbour list of a serving cell thereof corresponding to each frequency sent by a base station (S101), each neighbour list comprising a neighbour name list consisting of all neighbours at this frequency, and information about whether each neighbour in the neighbour name list is measurable for a first kind of user equipment and/or a second kind of user equipment at a frequency corresponding to the neighbour list; and the user equipment performing cell measurement according to the neighbour list (S102).
