PROBLEM TO BE SOLVED: To provide a device and a method for determining behavior abnormality, capable of determining an event causing abnormal behavior of a transportation device and outputting a signal to thereby identify the cause of the abnormal behavior. SOLUTION: A device for determining behavior abnormality, comprises: a behavior estimating section 22 for estimating an estimated motion value J1 indicating behavior of a vehicle 10 (a transportation device) at an estimated time after a present time, based on an operation value detected by an operation system sensor 11 at the present time and a motion value detected by a motion system sensor 12 at the present time; and a behavior determining section 24 for outputting a behavior abnormality signal J3 by determining that behavior abnormality occurs on the vehicle 10, when the motion value detected by the motion system sensor 12 at the estimated time exceeds a behavior allowable range as a reference of the estimated motion value J1 estimated by the behavior estimating section. This configuration can identify a cause of the behavior abnormality occurring on the vehicle 10 by recording a variety of information generated around a time when the abnormal operation signal J3 is outputted.
