PROBLEM TO BE SOLVED: To generate test data enabling a program for performing a DB search to hit only an intended DB record, and handling a complex dependence relation among variables. SOLUTION: A test data generation device performs the steps of: obtaining an input value definition representing a definition domain of input values of software, a process flowchart showing the flow of software processing and a DB definition, as design information, and extracting an input variable, a DB table variable and constraint; undoing constraint related to the number of records of DB table variables and determining the number of records of the DB table variables; generating, from the DB table variables, all variations of records not matching based on a search condition, in addition to records matching based on the search condition; determining a character based on an inclusive relation between a set of character string-type variables so that characters existing at corresponding positions of the set of character string variables mutually match or not match; and outputting an input variable and a DB table variable as test data.
