PROBLEM TO BE SOLVED: To solve the problem that treatment liquid drops from roller ends at both ends of a roller or the liquid splashes. SOLUTION: Dam members 250 larger than an outer diameter of a squeeze roller 233 and damming up the treatment liquid 201 of a liquid pool part 237 on a nip 236 between an application roller 232 and the squeeze roller 233 are rotatably provided at both ends of the squeeze roller 233. At least the portion of the dam member 250 facing the liquid pool part 237 is formed of a foaming elastic body having water absorbency. A compression member 251 compressing and deforming the dam member 250 so that the treatment liquid 201 absorbed in the dam member 250 is discharged is provided at the dam member 250 upstream of the liquid pool part 237 in the rotation direction.
