1. A method of inhibiting a function of a multi-function portable personal communications device and transmitting an alert, the method comprising:
determining a first position of the portable personal communications device; determining an average velocity of the portable personal communications device; determining when the first position of the portable personal communication device is within a predetermined distance of a target location; obtaining a predetermined velocity threshold; obtaining a restriction time period; inhibiting a function of the portable personal communications device when the average velocity exceeds the predetermined velocity threshold during the restriction time period; and transmitting an alert, from the portable personal communications device, as one or more of the following: a textual message, a voice message, an email, a telephone call, and a message to a server, when the first position is outside the predetermined distance of the target location during the restriction time period, wherein the alert is configured to indicate to a parent or a guardian that the portable personal communications device is not at or within the predetermined distance of the target location.
