1. A method for transmitting a Scheduling Request (SR) by a User Equipment (UE) in a mobile communication system, comprising the steps of:
receiving information regarding an SR transmission resource; checking whether at least one Buffer Status Report (BSR) is triggered and canceled; and triggering an SR based on at least a condition that the least one BSR is triggered and not canceled, wherein if the SR is triggered and there is no other SR pending, a counter for SR transmission is set to 0.
