The present invention relates to a cord blood-derived stem cell or a pharmaceutical composition comprising a cord blood-derived stem cell and erythropoietin for treating developmental disabilities including genetic diseases. More specifically, developmental disabilities due to genetic diseases can be treated effectively by injecting the cord blood-derived stem cells and EPO together or separately. The pharmaceutical composition can be industrially used as an effective therapeutic agent since no therapeutic method for the developmental disabilities, especially the genetic diseases, have existed until now.
