The present invention relates to a steel sheet having a treated surface and a manufacturing method thereof which particularly has an excellent corrosion resistance and an excellent thermal conductivity. According to the present invention, a polymer resin composition containing graphene with excellent physical properties such as electrical conductivity is coated on a substrate steel sheet. Therefore, not only the excellent corrosion resistance resulted from the polymer resin composition but also excellent properties specific to the graphene can be provided the steel sheet having a treated surface.
