Provided are a device and a method for controlling a coiling temperature of a hot rolled steel sheet by using in-plate learning. The device for controlling a coiling temperature of a hot rolled steel sheet by using in-plate learning comprises: a run out table (ROT) including multiple banks; an exit temperature detector (CT), which is installed in an exit of the ROT, for measuring temperatures of a leading end of a hot rolling steel passing through the ROT; a study coefficient calculation unit for calculating a heat flux study coefficient from the measured temperature; and a bank controlling part for controlling a precipitation of each bank by reflecting the calculated flux study coefficient. The device for controlling a coiling temperature of a hot rolled steel sheet by using in-plate learning is capable of controlling a coiling temperature of a strip accurately.
