A system for controlling service quality includes a GGSN transmitting a packet corresponding to a terminal; a PCEF generating service information corresponding to the packet; and a PCRF transmitting policy information on the transmission of the packet to the PCEF according to the service information. The PCEF controls a transmission speed of the packet corresponding to the service information according to the policy information.
