PURPOSE: A titanium dioxide photocatalyst with excellent photolysis efficiency on both ultraviolet ray and visible light, and a manufacturing method thereof are provided to have an enlarged reacting surface area by providing smaller and purer particles of the photocatalyst. CONSTITUTION: A titanium dioxide photocatalyst comprises silica and zirconium. The titanium dioxide photocatalyst comprises 47.00-48.50 parts by weight of titanium, 4-5 parts by weight of zirconium, and 47.00-48.50 parts by weight of silica. Titanium dioxide is obtained as silica and zirconium are mixed and oxidized. The zirconium is selected from oxynitrate 2-hydrate, zirconium oxychloride, or zirconium(IV) propoxide. The silica is selected from silica sol or tetraethyl orthosilicate(TEOS). The titanium is selected from titanium(IV) isopropoxide(TTIP), titanylsulfate, titanium tetravutoxide, trtrabutyl titanate(TBOT), or tetraethyl orthotitanate(TEOT).
