A touch panel according to an embodiment includes a substrate; a sensor unit arranged on the substrate; an insulating layer arranged on the substrate; and a connection electrode arranged on the substrate and connects the sensor unit. The insulating layer includes a first insulating layer and a second insulating layer. The first and second insulating layers are arranged by having the connection electrode therebetween.
