The device i.e. actuator (1), has an electrical motor (10) movable in a housing (21), and an output element (50) for controlling filling and draining of a jack transmitting chamber (31). A movement of the motor is transmitted to the output element via a mechanical reduction gear (40) using a mechanical energy accumulator (60). Springs (63) are slidingly placed in sleeves (61a, 61b) and pushed back relative to each other towards the housing such that the springs are relaxed at a time of passage of the output element in front of widening ramps (21a) of the housing.
