A sheet medium stacking and conveying device and method. The stacking and conveying method comprises a medium transfer step, and the medium transfer step comprises: moving a stacking mechanism (1) that clamps the medium from a medium inlet to a medium outlet along a moving path, and during moving of the stacking mechanism (1) to the medium outlet, making the medium clamped by the stacking mechanism (1) to be output towards the direction of the medium outlet with respect to the stacking mechanism (1). The stacking mechanism (1) of the conveying device can move back and forth between a medium collection position and an output position under driven of a drive mechanism (3), and can implement output of the medium without adding an additional power source.
