A radio base station manages at least one cell and at the start of a radio communication between user equipment and the radio base station, transmits, to the user equipment, a sub-cell adding instruction for instructing the user equipment to add, as sub-cells, all of at least one sub-cell candidate being a cell that is managed by the radio base station and further that possibly becomes a sub-cell for the user equipment. When having received the sub-cell adding instruction from the radio base station, the user equipment adds, as the sub-cells of the user equipment, all of the at least one sub-cell candidate indicated in the sub-cell adding instruction. Once the user equipment adds, as the sub-cells, all of the sub-cell candidates already known to the radio base station, the reception qualities of the frequency bands of the sub-cells at the user equipment are measured, and at least one of the deletion and change of the sub-cells is performed on the basis of the measurement results. |
