PURPOSE: A method for making dispersion solution using in-line dispersion method, a manufacturing method of an insulating material of carbonaceous fiber and a carbon paper using the dispersion solution are provided to make solution capable of easily dispersing carbonaceous fibers, and thus reducing dispersion time. CONSTITUTION: Carbonaceous fibers are dispersed in a dispersion solvent using in-line dispersion method for making a dispersion solution of carbonaceous fibers. The carbonaceous fibers are a composite of or one selected from a group formed with poly acrylonitrile, poly acrylonitrile, rayon, cotton, petroleum pitch, and coal pitch. The dispersion solvent is a composite of one or two selected from a group formed with methanol, ethanol, propanol, isoprophyl alcohol, butyl alcohol, t-butyl alcohol, phentanol, hexanol, isobutyl alcohol, cyclohexanol, tert-amyl alcohol, ethylene glycol, and glycerol.
