The installation (1) has a moving frame (10) supporting a light decoration (4) driven by a lifting system formed by pulleys (50), a cable (51) and a winch (52) to move between low and high positions. The system is secured to a support structure (2) that is positioned around an urban element (3) to be decorated. A fixed frame (11) is secured to the structure. The decoration includes light garlands formed by a light source (40) and the cable or a flexible net (41) comprising fixing points on the frames such that the garlands are arranged around the element when the frame is in the high position.
