The system has a calculation module (12) for determining quantity of polluting emissions corresponding to a measured physical size and to compare the quantity with a pre-defined reference value. A control module (8) generates an instruction according to a result of comparison for modifying behavior of a trader such as industrial company, so as to adapt the quantity to the reference value. A checking module (10) evaluates the effect of instruction on the behavior of the trader so as to optimize a current value of the instruction. Independent claims are also included for the following: (1) a method for controlling production of polluting emissions (2) a computer program comprising instructions for performing the method for controlling production of polluting emissions.
