The present invention relates to a method for preparing an eco-friendly cleaning composition for an infant using waste matters (hot water soluble extracts) of bracken with UV-blocking and antibacterial effects. More specifically, the present invention can be used as an eco-friendly cleaning composition for an infant since a cleaning composition prepared using waste matters (hot water soluble extracts) of bracken fermented using microbes selected by the microbial fermentation of waste matters (hot water soluble extracts) of bracken or rice washing water has deodorizing, UV-blocking, and antibacterial effects.
