PROBLEM TO BE SOLVED: To precisely evaluate motion of video in real time.SOLUTION: A video motion evaluation device (10) includes: a motion vector acquisition part (12) which acquires a motion vector of each pixel block of a frame from motion image encoded data including a frame having been subjected to motion compensation inter-frame prediction encoding; a histogram analysis part (14) which quantizes the acquired motion vector into a representative motion vector, counts the frequency of each representative motion vector, and extracts a representative motion vector having a large frequency from representative motion vectors as a featuring motion vector featuring motion of video; a pixel block position acquisition part (16) which acquires position information in the frame with respect to a pixel block corresponding to the featuring motion vector from motion image encoded data; and a video motion evaluation part (18) which evaluates the motion of the video on the basis of the featuring motion vector and position information on a pixel block corresponding to the featuring motion vector. |
