The purpose of the present invention is to provide an integrated steering device and an operating method for the same for variably obtaining high steering force at low speed and low steering force at high speed without changing the size of a rudder or the performance of a thruster. To achieve this, the present invention comprises a rotary plate; the thruster installed on the rotary plate; the rudder installed on the rotary plate in the rear side of the thruster; a first rotary shaft installed on the rotary shaft to rotate the rotary plate by rotating; and a second rotary shaft installed between the rotary plate and the rudder to rotate the rudder by rotating.
