PROBLEM TO BE SOLVED: To provide an image encoding-decoding apparatus capable of reducing the calculation amount and the memory capacity in a prediction of moving image by scaling processing.SOLUTION: The image encoding-decoding apparatus is constituted of an image encoding device and an image decoding device. The image encoding device includes; first parameter calculation means that calculates a first parameter (S501-S505); second parameter calculation means that calculates a second parameter (S501-S505); determination means that determines whether a third parameter value calculated based on the ratio between the first parameter and the second parameter is included in a predetermined range (S505, S506); and prediction pixel value generation means that, when included in the predetermined range, calculates a prediction pixel value of the encoded picture by scaling the pixel value of the first and second reference pictures by using a weight coefficient calculated using the third parameter, and when not included in the predetermined range, by using a weight coefficient of a predetermined value (S507-S509). |
