PROBLEM TO BE SOLVED: To perform suitable filter processing on the color difference components of an image.SOLUTION: An adaptive filter 30 comprises: a color difference adaptive filter unit 32 composed of a Cr filter processing unit 322 for performing adaptive filter processing on a color difference component Cr and a Cb filter processing unit 323 for performing adaptive filter processing on a color difference component Cb; and a color difference adaptive filter information decoding unit 31 for decoding filter coefficient information to be used for the adaptive filter processing of the color difference components.
